The Final Environmental Impact Statement (FEIS) and Preliminary Engineering phase began in March 2018, following the completion of the Draft Environmental Impact Statement (DEIS) process.

Environmental Impact Statements are required by the National Environmental Policy Act of 1969 (NEPA) when a federally funded project is determined to significantly affect the quality of the human environment. The FEIS identifies environmental and community impacts and commits to specific mitigation and minimization actions to eliminate or reduce negative effects.

The FEIS is expected to be complete in 2020. The FEIS will be circulated and made available to the public along with the Record of Decision (ROD). The ROD is the official decision and approval document of the Federal Transit Administration (FTA). After the FEIS/ROD phase, additional preliminary engineering will begin to complete approximately 30% of the design of the LPA.
